First of all,change the lifestyle.People can go to work by bus or underground as possible as they are.It is a good way to decrease the heavy traffic.Whats more,control the number of cars,it is the main reason about the heavy traffic.Last but not least,the government should set up the law about the traffic,and people also follow the traffic rules.
